In the overview they analyzed two different periods: the first one, under the previous Ukrainian Government, lasted until February 21, 2014 when ex-president Yanukovych and some of the Ukrainian high officials (including the Minister for Fuel and Energy Eduard Stavytsky) fled the country, and the second period starting February 27, 2014 until the present time, when the new interim Government took over and Crimea was occupied by the Russian Federation.
