What is a Visa?

A visa entitles the holder to travel to Ukraine and apply for admission at the port of entry.

An immigration officer of the State Border Guard Service of Ukraine determines the visa holder’s eligibility for admission into Ukraine.

Do I need a Visa?

Citizens of countries that ratified the Visa Waiver Treaties with Ukraine do not need and can't get a visa for a short-term visit. Please note, the passport should be valid 3 months after the date of departure from Ukraine for countries that require a visa and 6 months for countries with a visa waiver.

Visa is not required during transfer through a transit zone at the airport.

Also, Ukraine's Visa Centres operating in Luanda (Angola), Cairo (Egypt), New Delhi (India), (Beijing/Guangzhou/Shanghai (China), Beirut (Lebanon), Rabat (Morocco), Abuja (Nigeria), Tunis (Tunisia). Visa Centres receive visa applications from foreigners and stateless persons residing in the mentioned countries only.


Processing time:

Ukraine’s Embassies/Consulates abroad process visa applications and make visa decisions:

- in up to 2 working days (Consulate General of Ukraine in New York) from the day of application within expedited service (specific number of days to be defined by each Embassy/Consulate);

- in up to 10 working days from the day of application within regular service unless stipulated otherwise by Ukraine’s international treaties. The processing time of an application filed within regular service may be extended for up to 30 working days if additional checks are necessary.

At the Consulate General of Ukraine in New York applications are accepted and passports are returned in person or by mail or submitted or picked up by another person with an officially notarized power of attorney by appointment only on Tuesday, Thursday and Friday except Ukrainian Holidays.

Visa processing starts only after we have collected all necessary documents and registered your application.

Check your visa carefully so that you know the validity period. You are responsible for knowing the rules for the type of visa you have. Remember, in Ukraine the date is written day-month-year. If you come to Ukraine before, you will be stopped at the border, not allowed to enter Ukraine, and required to return to your point of origin at your own expense.

VISA REQUIREMENTS

FOR ALL VISAS THE FOLLOWING MUST BE SUBMITTED:

1. A national passport, valid for at least 90 days after the expiration date of the requested visa and having at least two blank visa-designated pages. Passport can't be valid more than 10 years;

2. Visa application form per each passport holder (you will need PDF viewer to print the application) - answered completely and printed, dated and personally signed by the applicant aged 18 or over or by a parent or a legal guardian of the applicant under 18;

Before signing up, please check the necessity to obtain a visa for traveling to Ukraine or transit through its territory.

To obtain a visa you have to create your account to login into a personal cabinet where you will be able to fill-in, submit your application form and check a status of consideration. You will be prompted to choose an appointment.

3. One color photo - recent, passport-sized, resembling applicant's travel document photo (Your passport photo must be full face, front view on a plain white or off-white background);

4. Valid international medical insurance, coverage of at least $35,000. When a multi-entry visa is requested, the availability of health insurance valid for the first intended visit to Ukraine shall be considered. Holders of diplomatic or service passport are exempt from this requirement;

5. Sufficient financial means for the period of intended stay and return to the country of origin or transit to a third country or guaranty to obtain sufficient financial resources in Ukraine. When a multi-entry visa is requested, financial sufficiency for the first planned visit to Ukraine shall be considered. Holders of diplomatic or service passport are exempt from this requirement;

6. Money order for a consular fee, unless otherwise stipulated by legislation or international treaties of Ukraine;

8. A document/s related to the purpose of your visit:


TRANSIT VISA (VB), which will allow transit through the territory of Ukraine within the period of 5 days. Travelers can apply for one entry, two entries, as well as multiple entries within the period of one year.

B-01 visa Proof of transit (entry to a third country (if necessary), ticket, etc.);

B-02 visa Confirmation of international transit of person or goods.

B-03 visa Valid license for international freight.


Valid for NON-US citizens (check the visa-free regime section).

Be advised that NON-US citizens have to present a US Permanent Residence Card or valid US visa.


SHORT-TERM VISA (VC), non- petition based of visas, which will allow to stay in Ukraine for less than 90 days within 180 days starting from the first entry to Ukraine. This visa will be issued as a one-entry, two entries, and multiple entries valid for the period of up to 5 years.

C-01 visa

Letter of invitation from a legal person registered in Ukraine, presented on the official letterhead, containing an indication of the number assigned in the Unified State Registry of legal entities, individual entrepreneurs and citizens’ associations, registration number, address, date and signature, the full name of the invited person, information about his/her date and place of birth, nationality, passport details, place of residence, the purpose of visit, duration of an intended visit to Ukraine, number of entries and place of stay in Ukraine, legal person’s obligations towards possible costs related to the invited person’s stay or departure from Ukraine;

C-02 visa

a) Proof that a foreigner or stateless person is a spouse, parent or child of a Ukrainian citizen. Document or certificate issued not in Ukraine should be apostilled or legalized;

or

b) Notarized letter of invitation from a physical person – Ukrainian citizen, foreigner or stateless person who legally reside, temporarily or permanently, in Ukraine. Invitation shall contain full name of a physical person, details of his/her passport and temporary or permanent residency permit (for a foreigner or stateless person), address, and full name of the invited person, information about his/her date and place of birth, nationality, passport details, place of residence, the purpose of visit, duration of an intended visit to Ukraine, number of entries and place of stay in Ukraine, physical person’s obligations towards possible costs related to the invited person’s stay or departure from Ukraine. The invitation shall be appended by copies of a hosting person’s passport and temporary or permanent residency permit in Ukraine (for a foreigner or stateless person);

or

c) Proof that a foreigner or stateless person owns immovable property on the territory of Ukraine;

C-03 visa Letter of invitation from a government body, government institution, state enterprise, or government organization;

C-04 visa Contract on transit carriage of cargo or passenger by automobile transport, and license for international freight;

C-05 visa Ukrainian foreigner’s ID. A spouse of a Ukrainian foreigner and his/her children shall submit proof of kinship;

C-06 visa Documents confirming that the purpose of travel is tourism (tourist voucher, prepaid tour, or tourism activity confirmation) in addition to this hotel or apartment booking confirmation is required;

C-07 visa Letter of invitation from a healthcare institution;

C-08 visa Document attesting to foreign investment activity, according to the legislation on foreign investment regime on the territory of Ukraine;

C-09 visa (activities in the field of culture, science, education, sports) Invitation from a legal person registered in Ukraine, presented on the official letterhead, containing an indication of the number assigned in the Unified State Registry of legal entities, individual entrepreneurs, and citizens’ associations, registration number, date and signature, the full name of the invited person, information about his/her date and place of birth, nationality, passport details, place of residence, the purpose of visit, duration of an intended visit to Ukraine, number of entries and place of stay in Ukraine, legal person’s obligations towards possible costs related to the invited person’s stay or departure from Ukraine;

C-10 visa Letter of invitation from a religious organization agreed with a government agency that registered the charter (regulation) of a corresponding religious organization for a short-term stay with the purpose of preaching a set of beliefs, the performance of religious rituals or other faith-related activity;

C-11 visa Request from a foreign mass media about the issuance of visa for a foreign correspondent or representative of a foreign mass media who enters Ukraine for a short-term stay with the purpose of performing job-related responsibilities;

C-12 visa Request from government bodies of foreign states and international organizations (intergovernmental);

C-13 visa Order of the Central Election Commission on registration of official observers from foreign states and international organizations for presidential elections, parliamentary elections, local elections, and national referendums;

C-14 visa Proof of participation in the funeral of a close relative;

C-15 visa (internal and external affairs in Ukraine interests, humanitarian) Letter of invitation from a government body, government institution, state enterprise or government organization;

C-16 visa (liquidation of the consequences of an emergency situation) Letter of invitation from a government body, government institution, state enterprise or government organization;

C-17 visa (for pilots and crew members on international flights).



LONG-TERM, MULTIPLE-ENTRY VISA (VD), which could be issued for applicants entering Ukraine with the purpose of obtaining documents permitting stay in Ukraine for a period of longer than 90 days. Within 90 days from the moment of entry to Ukraine a holder of a long-term visa should legalize his status in Ukraine (apply to relevant authorities in Ukraine for a permanent/temporary residence permit or special stamp to the passport).

Immigration

D-01 visa A copy of the Permission to immigrate in Ukraine arranged by the State Immigration Service of Ukraine.

Family Reunion

D-14 visa Certificate of Marriage with a citizen of Ukraine (please attach a copy of your spouse's passport). Document or certificate issued not in Ukraine should be apostilled or legalized;

D-15 visa Document of the person who is a relative of the foreign citizen, the holder of Ukrainian Permanent/Temporary Card as well as a copy of Permanent/Temporary Card;

D-02 visa Proof that the applicant is a family member to a person who has been granted refugee status in Ukraine or a person in need of subsidiary protection who has been granted subsidiary protection in Ukraine.

Government

D-03 visa Request from competent authorities of foreign states or international organizations to issue visas to employees of diplomatic missions and consular posts, international organizations and their representations who enter Ukraine for a long-term stay with the purpose of performing job-related responsibilities, and their family members;

D-10 visa Letter of invitation from a relevant government agency responsible for the implementation of cultural, educational, scientific, sport, or volunteering programs for participation in which a foreigner or stateless person arrives in Ukraine, or letter of invitation from an organization or institution that engages volunteers in their activity, information about which is placed on the official website of the Ministry of Social Policy of Ukraine, accompanied by the copy of state registration certificate of this organization or institution.

 

Employment

D-04 visa Employment authorization document - (DOZVIL NA PRATSEVLASHTUVANNIA) in the name of the applicant issued by The Ukrainian State Center of Employment and obtained for him/her in advance by an employer in Ukraine. Foreigners and stateless persons whose employment, according to the law, is not subject to employment authorization shall instead submit an employment agreement (contract), and persons with foreign Ukrainian status shall submit an employment agreement (contract) and foreign Ukrainian’s ID.

International technical assistance

D-05 visa Original letter of Invitation from Ukrainian government institution, state enterprise or organization which is a recipient of International technical assistance as well as the confirmation of registration of the International technical assistance project.

Special Attention for the Fulbright Program Members

The member of the above-mentioned Program has to present a copy of the Registration Card of the International Technical Assistance Project in Ukraine (issued by the Ministry of Economy of Ukraine) and the Letter-Invitation from the beneficiary Ministry of Ukraine.

For example, if the beneficiary Ministry of the International Technical Assistance Project in Ukraine is the Ministry of Education and Science of Ukraine the Applicant has to present a Letter of Invitation from the Ministry of Education and Science of Ukraine.

According to the Decree of the Cabinet of Ministers of Ukraine # 567 dated 01 June, 2011 such category of Applicants will receive a Long-term visa (D type) up to 90 days. The visa has to be issued free of charge.

During 90 days the beneficiary Ministry in Ukraine will arrange a Permanent/Temporary Residence Card which will allow staying and entering in Ukraine without visas.

To stay and live in Ukraine together with family the members of the Program have to receive a Permanent/Temporary Residence Card, send a copy of this card to the family and members of the family (spouse, kids) can apply to the Embassy for Family Reunion Visa.

Religious Mission

D-06 visa An original letter of invitation from a Ukrainian religious organization for a foreign missionary must contain or be accompanied by a written confirmation under the signature and seal of a responsible official of the Ministry of Culture of Ukraine on Religious Matters or of the department on religious matters of a regional or city administration depending on where the sponsoring organization is registered.

Study 

D-13 visa To obtain Ukraine’s entrance visa (student visa) it is necessary to submit to the Consulate an original letter of invitation to study issued by a higher education institution and registered according to the procedure established by the Ministry of Education and Science of Ukraine;

Attention! Prior to your departure to Ukraine check the list of the documents according to the requirements of your college or university.

All documents issued in a country other than Ukraine (certificates, passport etc.. include translations) have to be witnessed (apostilled) in accordance with para 6 of the Act of the Cabinet of Ministers of Ukraine #1238 of August 05th, 1998;

Foreign students that have obtained a visa to Ukraine have to notify the education facility (that issued an invitation to them) about their arrival date and flight information.

 

Branch of foreign company

D-07 visa An Original letter of invitation from a branch office, division, representation or other structural units of a civil society (non-governmental) organization of a foreign state, as well as the confirmation from the Ministry of Economy of Ukraine about the registration of the branch of a foreign company;

D-08 visa An Original letter of invitation from a branch office, division, representation of a foreign business operator, as well as the confirmation from the Ministry of Economy of Ukraine about the registration of the branch of a foreign company.

Branch of foreign bank

D-09 visa An Original letter of Invitation from the branch of a foreign bank as well as the confirmation from the National Bank of Ukraine about the registration of the branch of a foreign bank.

Mass-Media

D-11 visa Request from a foreign mass media outlet about the issuance of visa for a foreign correspondent or representative of a foreign mass media outlet who enters Ukraine for a long-term stay with the purpose of performing job-related responsibilities.

 

Other

D-16 visa According to the international treaties of Ukraine.

For foreigners traveling to Ukraine the proof of sufficient funds is required.

Foreigners intending to travel to Ukraine, reside in Ukraine, or travel through Ukraine are required to possess the amount of funds equal to 20 days' worth of average monthly per capita subsistence minimums, established in Ukraine on the day of arrival.

Therefore, a foreigner traveling to Ukraine is to possess an average daily amount of approximately $130 U.S., adding an extra 5 days reserve ($650 US).

The documents as follows may be presented to prove sufficient funds:

• Cash in Ukrainian hryvnia or in convertible currency;

• A valid bank document containing an account balance which can be presented for payments in Ukrainian banks;

• International pay system cards along with a statement of personal account balance confirming the funds;

• A tourist voucher;

• A letter of invitation (guarantee) from the host/sponsor stating his/her ability to cover all the foreigner's expenses associated with the residence in Ukraine and departing its territory;

Please note!

Foreign travelers may be required to present proof of their financial status for the purpose of selective control at Ukrainian border checkpoints while entering (including transit) the territory of Ukraine.


No proof of sufficient funds is required for the categories of visitors as follows:

• Foreigners or stateless persons under 18;

• Tourists on a cruise;

• Foreign aircrew and warship crew who arrive in Ukraine according to the applicable regulations (on terms agreed upon);

• Non-military vessel crew;

• Non-military crew of international airlines or international connection trains, who are on duty and reside within the facilities of airports or train stations;

• Heads of foreign states or governments, members of parliamentary or governmental delegations, and technical staff with the above representatives or their family members (accompanying on request of central authorities of Ukraine);

• When in service: officials of international organizations, staff members of their local branches in Ukraine, staff members of state representatives to international organizations that have headquarters in Ukraine and who are eligible for diplomatic privileges and immunities;

• UN certificate holders and officials of other organizations of the UN system, their family members;

• Chiefs of foreign diplomatic missions and consular offices, members of diplomatic personnel, consular officers, administrative and technical staff of diplomatic and consular institutions, staff of military attaché and trade representatives, their family members;

• Diplomatic and Service Passport Holders who travel to Ukraine to perform their official duties, their family members.


Foreigners and stateless persons entering the territory of the Autonomous Republic of Crimea and Sevastopol, Ukraine, in accordance with the law and international treaties of Ukraine.
For foreigners from countries with visa entry procedures for obtaining a visa application should contact the embassy or consular offices of Ukraine abroad.
Foreigners from countries with visa-free entry procedures may be in the Autonomous Republic of Crimea and Sevastopol Ukraine only if crossing the border at border crossing points across the state border of Ukraine with putting notes in the relevant passport documents or immigration card.
Failure to foreigners and persons without citizenship legislation of Ukraine at the time of entry and residence in the territory of the Autonomous Republic of Crimea and Sevastopol shall entail liability under the laws of Ukraine, and may result in the imposition of international sanctions against them as individuals who support temporary occupation of the territory of Ukraine.

Foreigners and stateless persons may enter the territory of the Autonomous Republic of Crimea and Sevastopol of Ukraine in accordance with the Law and international Treaties of Ukraine.

The Law of Ukraine "On protection of rights and freedoms of citizens and legal regime for the temporarily occupied territory of Ukraine", as amended on 05.09.2014, regulates a procedure for entry of persons in the temporarily occupied territory and the departure from it.

According to Article 10 of the Law, the citizens of Ukraine have the right to free and unimpeded access to the temporarily occupied territories and the departure from it through the control points of entry and exit upon presentation of a document confirming the identity and citizenship of Ukraine.

However, the entry of foreigners and stateless persons to the temporarily occupied territory and the departure from it is allowed only by special permission through the control points of entry and exit.

As of today, the relevant draft of Regulations on the entry-exit procedure of foreigners and stateless persons to the temporarily occupied territory, developed by the Border control Administration, is on the approval with the concerned Ministers.

Thus, the foreigners from countries with visa entry regime, have to apply to the diplomatic missions or consular offices of Ukraine abroad for obtaining a Ukrainian visa.

Foreigners from countries with visa-free entry regime, may enter the Autonomous Republic of Crimea and Sevastopol of Ukraine only if crossing the border at border crossing points across the state border of Ukraine with putting relevant stamps into their passport documents or immigration cards.

However, it is important to know that:

- Violation of order of entry into the temporarily occupied territories of Ukraine and the departure from it for the purpose of harming the interests of the state is punishable by imprisonment for up to three years or imprisonment for the same term, with confiscation of vehicles. The same acts committed repeatedly or by prior conspiracy, or by an official through abuse of office shall be punishable with imprisonment for a term of three to five years with deprivation of the right to occupy certain positions or engage in certain activities for a term up to three years and forfeiture vehicle. The above-mentioned acts committed by an organized group shall be punishable by imprisonment for a term from five to eight years.

- Violation of order of entry into the temporarily occupied territories of Ukraine and the departure from it punishable by a fine from one hundred till three hundred tax-free minimum incomes, or by an administrative arrest for up to fifteen days.

- Entry into Ukraine is not allowed for foreigners or stateless persons:

a. If a person attempts to enter the temporarily occupied territory through the control points of entry-exit without special permission;

b. Foreigners and stateless persons who arrived at the control points of entry-exit from the temporarily occupied territory without permission, may not travel further and in the shortest time, they should be returned to the temporarily occupied territory from which they came, or to a state that issued a passport.

The passport document of the above-mentioned foreigners and stateless persons will be stamped mark on the prohibition of entry to Ukraine.

Transit of foreigners and stateless persons through the temporarily occupied territory of Ukraine is prohibited.

Stipulated by this Law legal regime will operate until the restoration of the constitutional order of Ukraine on the temporarily occupied territory.


According to the Rules, foreigners/stateless persons may enter and exit Crimea through special control check-points (for automobile transport – Kalanchak, Chaplynka, Chongar; for a railway transport – Kherson, Melitopol, Vadym, Novooleksiivka) upon their passports and provided they have been issued with a special permit.

Special permits are only issued when:

1) a foreigner’s/stateless person’s family or close relatives reside in the temporarily occupied territory of Ukraine (relevant documents issued by competent authorities of Ukraine should be submitted);

2) a foreigner/stateless person intends to visit graves of his/her family or close relatives which are located in the temporarily occupied territory of Ukraine (relevant documents should be submitted);

3) in case of death of a member of a foreigner’s/stateless person’s family or death of a close relative who has resided in the temporarily occupied territory of Ukraine (relevant documents issued by competent authorities of Ukraine should be submitted);

4) a foreigner/stateless person has a property located in the temporarily occupied territory of Ukraine;

5) a foreigner/stateless person is participating in measures aimed to protect Ukraine’s national interests and the peaceful settlement of the conflict, liberation of the territory of Ukraine from occupation or for humanitarian reasons (upon consent of the Ministry of Foreign Affairs of Ukraine);

6) a foreigner exercises diplomatic and consular functions, in particular in the frames of international organizations which Ukraine is a member of (upon consent of the Ministry of Foreign Affairs of Ukraine);

7) a foreigner/stateless person is a railway employee and makes regular trips to the temporarily occupied territory of Ukraine.

The abovementioned circumstances should be proved by the relevant documents and submitted along with the application.

Applications for special permits are to be submitted to the regional bodies of the State Migration Service of Ukraine at the applicant’s place of residence in Ukraine and are processed within 5 working days following the date of application.

To apply for a special permit a foreigner/stateless person should submit the following documents:

- an application;

- 3 photos (3.5*4.5 cm);

- passport (to be returned);

- a valid Ukrainian visa, temporary residence permit, or other document allowing a foreigner/stateless person to stay in Ukraine;

- a copy of the 1st page of the foreigner’s/stateless person’s passport (the page with the holder’s personal data) with a certified translation into Ukrainian;

- proof of circumstances of the applicant (copies of civil registry certificates, copies of the Ukrainian residence permit issued to foreigner’s family member or a close relative, documents proving the property rights, documents proving the death of a foreigner’s family member or a close relative, details on the graves location etc.);

- proof of sufficient financial funds for the intended period of stay in Ukraine or a letter of guarantee of the inviting party (except for those foreigners who are participating in measures aimed to protect Ukraine’s national interests, or exercise diplomatic and consular functions or those who are railway employees).

Special permits are granted to foreigners/stateless persons 18 and above. Data on minors is inscribed into the special permits of their parents.

Special permits are issued as single or multiple entry documents depending on reasons for application and documents provided.

The State Migration Service leaves the right to refuse the application.

Please note! Ukrainian embassies and consulates are not authorized to accept applications for special permits or send them to the regional offices of the State Migration Service of Ukraine.

Violations of the Rules will lead to legal consequences and those responsible will face restrictions according to the Ukrainian legislation including the ban on entry into Ukraine.

Ukraine's legislation on visa issues includes:

- The Law of Ukraine "On the Legal Status of Foreigners and Stateless Persons" (in Ukrainian);

- Rules on Issuing Ukraine's Entry and Transit Visas approved by the Decree of the Cabinet of Ministers of Ukraine no.118 of 1 March 2017 (in Ukrainian and English);

- Procedure for Providing Sufficient Funds by Foreigners and Stateless Persons Entering, Staying in, Transiting through or Leaving Ukraine approved by the Decree of the Cabinet of Ministers of Ukraine no.884 of 4 December 2013 (in Ukrainian);

- Guidelines on Processing Ukraine's Entry and Transit Visa Applications adopted by the Order of the Miinistry of Foreign Affairs of Ukraine, Ministry of Internal Affairs of Ukraine, Security Service of Ukraine no.469/897/605 of 30 October 2017 (in Ukrainian).
